L’civil disability is regulated by Law no. 118 of 30 March 1971 and considers "civil invalids" all citizens who are "suffering from congenital or acquired disabilities" (art. 2 Law 118/71). || |64
Per l’invalidità civile, possiamo trovare dei economic and work benefits regulated by Law 509/99 based on a certain percentage:

• civil disability less of 33%: not disabled;

• civil disability 34%: aids and prostheses foreseen by the national nomenclature (the granting of aids and prostheses is subordinate to diagnosis indicated in the disability certification);

•  civil disability 46%: targeted placement;

• civil disability 51%|| |87: congedo straordinario per cure, se previsto dal CCNL (contratto collettivo nazionale di lavoro);

•  civil disability 67%: exemption from participation in healthcare spending (excluding the fixed fee), regional free movement card with preferential rate and ISEE limit equal to or less than 16,000 euros;

• civil disability 75%: monthly allowance granted to people aged those without employment between 18 and 65 years of age, in compliance with the income limits to benefit from it. It is incompatible with other pension income. For those over 67 years of age, the INPS social allowance is provided;

• 100% civil disability: free supply of aids and prostheses provided for by the national nomenclature. Mandatory placement if there is residual working capacity. Exemption from participation in health spending (excluding the fixed fee). Free travel card. Disability pension for people aged between 18 and 65, within the income limits.

 

La Law 104/92, however, regulates the status ofhandicap. In particular, in paragraph 1 of article 3 of Law 104, the "handicapped person" is identified as "one who has a physical, mental or sensorial impairment, stabilized or progressive, which causes difficulties in learning, relationships or work integration and such as to determine a process of social disadvantage or marginalization".
